Atty. Carlitos Encarnacion has been reappointed as administrator of the National Tobacco Administration (NTA), a government firm tasked to look into the welfare of the tobacco farmers.
His reappointment was embodied in a letter directive dated November 11, 2006 which was signed by Executive Secretary Eduardo Ermita and forwarded to the Office of Agriculture Secretrary Arthur Yap.
The said new appointment is not a mere extension of his term as administrator. This time his appointment is coterminus in category with the appointing authority, Pres. Arroyo.
Encarnacion, a native of Vigan, was first appointed as deputy administrator in 1998. He later took over as NTA administrator in 2000. He was relieved in 2002, but he was reappointed the following year.
Impressed with his managerial capability and exemplary service as agency head, he was designated by Gov. Luis “Chavit” Singson as the chief executive officer of the Productivity and Growth thru Marketing Assistance Multi-line Processing Plant (PGMA-MFPP) in Santa, Ilocos Sur.
