CAMP BGEN OSCAR M FLORENDO – Preparations are underway for the May 2010 national and local elections, this was bared by the head of the Directorate for Integrated Police Operations for Northern Luzon during his command visit at the police regional office here recently.
Police Director Eric Q. Javier, head of the DIPO-NL, emphasized that every policeman should be familiar with the Joint Letter Directive 01-2010, or the AFP-PNP Joint Operational Guidelines for HOPE 2010, and with the various Comelec resolutions concerning the national and local elections during a command conference held here on January 12.
“We need to stay united for a common purpose and stay loyal to our organization as we face the challenges of the coming elections,” Javier said.
Police Chief Supt. Constante D. Azares, Jr. said that his office has started on-the-spot receipt of applications for security details of candidates in the region.
Azares said his office will facilitate the signing of peace pacts between political parties in Ilocos Sur and Ilocos Norte which is tentatively scheduled on January 25 and January 27, respectively.
Meanwhile, Azares and Atty. Noli R. Pipo, Region I Election Director presided over a conference attended by Comelec officials, including the four provincial election supervisors; the key officers of PRO1, including the four provincial directors; the military commanders of AFP units covering Region 1; and other election stakeholders.
Azares urged the conferees to carefully understand and abide by the rules set forth by the Comelec in order to ensure honest, orderly and peaceful elections in the May 2010 elections.
“Stick to the Comelec rules,” he emphasized.
The police provincial directors of Pangasinan, La Union, Ilocos Sur and Ilocos Norte briefed the participants on the political situation and security preparations in their respective jurisdiction while Police Senior Supt. Marlou C. Chan., chief of the regional intelligence division of PRO, presented an update on election watchlist of areas and on identified partisan armed groups in the regions.
Pipo briefed the conferees on the prohibited acts in relation to the elections with emphasis on the role of the PNP and AFP in connection with the forthcoming electoral exercise.
Atty. Reddy Balarbar, provincial election supervisor of Pangasinan, gave an actual demonstration on the basic operation and features of the Precinct Count Optical Scan (PCOS) machine which shall be used during the automated elections.
During the open forum moderated by Police Senior Supt. Pepito U. Domantay, PRO1 deputy for operations, the participants discussed and resolved various election issues and concerns, such as the conduct of checkpoint operation involving AFP personnel.#
