CAMP BGEN OSCAR M FLORENDO – The Police Regional Office 1 (PRO1) has formally opened a course on criminal investigation for Region I cops at the Concord building here February 8.
Forty five police non-commissioned officers with the ranks of PO2 and PO3 who are presently designated as investigators in various PRO1 municipal and city police stations composed the first batch to train under the Criminal Investigation Course (CIC).
The CIC is simultaneously held in the different police regional offices in the country pursuant to Letter of Instructions 01/11 of the PNP National Headquarters which requires the PNP to conduct said training nationwide to elevate the investigative standards of the organization. The said course is geared towards institutionalizing and standardizing all PNP investigation trainings all over the country in order to increase the quantity and quality of police field investigators.
In his message during the opening ceremony, Chief Superintendent Franklin Jesus B. Bucayu, PRO1 Regional Director, pointed out that the PNP is at times confronted by issues that question its capability as a law enforcement agency, putting the whole organization in bad light. He cited the fact that a large number of PNP personnel assigned in investigation units do not have any formal training in investigation.
“This Criminal Investigation Course aims to re-acquaint you with the fundamentals of investigation, and to keep you abreast of the latest developments in this particular field of police endeavor. It is designed not only to equip you with the requisite knowledge and skills, but also to impart to you the proper attitude towards investigative work,” he stressed.
The regional director added that the course is also intended “to give you greater confidence in your capabilities, which will allow you to perform your functions better and easier. Ito rin ay sumasalamin sa ating pagrespeto sa karapatang pantao, at dahil dito, higit na magtitiwala ang taong-bayan sa kapulisan at lalo pang aangat ang kredibilidad ng ating organisasyon.”
The focus on investigation training is one of the priority thrusts of PNP Chief Director General Raul M. Bacalzo.#
