LAOAG CITY – The Presidential Communications Operations Office (PCOO) cited the Provincial Government of Ilocos Norte (PGIN) as one of the awardees in the 2017 Freedom of Information (FOI) Awards held at Rizal Park Hotel, Manila, on December 4.
The award which was received by Provincial Information Officer June Arvin C. Gudoy cited the provincial government of Ilocos Norte for its “exceptional and significant contribution to the FOI Program’s progress and development.”
Earlier this year, PCOO Assistant Secretary for policy and legislative affairs Atty. Kristian R. Ablan praised PGIN as a “leading example of local government units embracing freedom of information.”
Last September 2016, the Sangguniang Panlalawigan (SP) of Ilocos Norte passed Provincial Ordinance No. 002-2016 or the “FOI Ordinance in the Province of Ilocos Norte” which mandates on “providing rules in the implementation of the right to access to information of the people of Ilocos Norte including component cities and muni-cipalities.”
Spearheaded by SP Member Atty. Da Vinci Crisostomo, the ordinance, mandates that every resident of Ilocos Norte can have access to information, official records, public records and to documents and papers pertaining to official acts, transactions or decisions of local government offices and officials, both in the executive and legislative departments — the same rules promoted by the PCOO.
Last April, PCOO in partnership with PGIN, conducted an FOI forum, making Ilocos Norte among the first provinces to conduct the FOI seminars. (From the report of Ma. Christian A. Ramos, PGIN-CMO
