3 LGUs in Ilocos Sur make wearing masks, physical distancing mandatory

ILOCOS SUR — Three local government units (LGUs) in the province of llocos Sur ordered the mandatory use of face masks or face shields and strict practice of physical distancing by all persons during the enhanced community quarantine (ECQ).

On April 9, Bantay Mayor Samuel Parilla issued Executive Order (EO) No. 20 s. of 2020 mandating the use of face masks at all times, especially when going outside of their respective residence, at the workplace, when entering government buildings and offices and while in public places.

The order also mandates all persons to exercise stringent physical distancing of at least one meter from other persons during the ECQ and any extension in effect.

Meanwhile in the town of Banayoyo, Mayor Virgilio Galanga issued EO No. 17 s. of 2020 on April 6 imposing the mandatory use of face masks or face shields in public places within the municipality as part of the preventive and safety measures against the coronavirus disease 2019 (COVID-19).

“All individuals who are authorized to leave their residences or those with official passes to basic necessities, and those who are exempted from the ECQ, are hereby mandated to wear face masks or face shields at all times and all public places where a transmission of the disease may take place so as to lessen, if not stop, the probability of transmission and mitigate contamination from points of source for the entire duration of the ECQ,” the order reads.

It added, “Public and private establishments are likewise mandated to refuse entry to persons who are not wearing face masks or face shields.”

The Sangguniang Bayan of Banayoyo also approved Ordinance No. 2020-05 enforcing physical distancing of one meter or three feet apart.

Likewise, the Vigan 7th City Council enacted Ordinance No. 11 s. of 2020 also known as the “Face Mask and Social Distancing Ordinance of Vigan City.”

It was stated in the ordinance that every person shall wear a face mask when they are outside their place of residence and to stay at least one meter away from other people to lessen the chances of catching COVID-19.

Any person violating the provisions of this ordinance shall be punished by attending the awareness campaign on COVID-19 at the Barangay or City Health Office for the first offense and one-hour of voluntary community service or a fine of Php200.00 for the second offense.

Other LGUs implementing the mandatory use of face masks or face shields in public include the municipalities of Cabugao, Magsingal, Santiago, San Esteban, Sigay and Sinait.

Earlier, the same measure has been imposed in Candon City, San Juan, Santa Lucia and Sugpon.
