Barangay Nutrition Scholar of Vigan City vies for NOBNS Award

VIGAN CITY – The search for the National Outstanding Barangay Nutrition Scholars (NOBNS) is now on its final stage with the selection of the top eight contenders among the 16 regional outstanding BNS to vie for the prestigious award.

Sharon A. Tablada, a barangay nutrition scholar of Barangay Barraca, this city has been selected as one of the eight top contenders in this year’s search for NOBNS.

The other contenders for the national award are Mila P. Buya of Barangay Sagubo, Kapangan, Benguet; Cecilia G. Santos of Barangay Kaybagal South, Tagaytay City;  Josephine R. Balingit of Barangay Devilla, Sta. Cruz, Marinduque;  Felisa J. Guilingan of Barangay Guinles, Polanco, Zamboanga del Norte;  Dorothy P. Felipe of Barangay North Poblacion, Maramag, Bukidnon; Sherwin C. Abellaniza of Barangay Magugpo East, Tagum City; and  Lorena P. Cabillo of Barangay Magsaysay, Kidapawan City.

Earlier, Tablada topped this year’s Search for Regional Outstanding Barangay Nutrition Scholars conducted on April 12 to June 13, 2013 by the National Nutrition Council LUPang Ilocos Region together with the Regional Nutrition Evaluation Team (RNET).

The search covered the four  provinces of Ilocos Norte, Ilocos Sur, La Union and Pangasinan and the eight cities that included Alaminos, Batac, Candon, Dagupan, Laoag, San Fernando, Urdaneta, and Vigan.

Together with the other regional winners, Tablada will receive a certificate of recognition, trophies and cash award in a ceremony during the Regional Nutritioin Awarding scheduled in November this year.

Tablada attributed her success as a BNS to the big support given her by Mayor Eva Marie S. Medina and Barraca Barangay Captain Mario Arce.

Last year, Vigan City was awarded as the Consistent Regional Outstanding Winner in Nutrition (CROWN) Award after having maintained the Green Banner Award for three consecutive years since 2010.

The evaluation for the top 8 regional outstanding BNS vying for the national award started in August and will end this month.

Tablada, was evaluated last August 29, 2013 by an interagency national evaluation team composed of Ellen Ruth Abella, NNC-CO and Bing Banga, NGO.

Accompanied by OIC-NPC Rose Lulu Pagaduan, Milleta A. Castillo, ND IV CHD I and RNPET Chairperson, and  Ethelreina A. Balisnomo, NO II NNC, Region I, the evaluators reviewed Tablada’s  reports and records, conducted a rigid interview on her accomplishments and targets set in her BNS Action Plan, services rendered, activities and other innovative programs and projects which she implemented in the locality to address malnutrition.

The top three winners will be given each a trophy and certificate of recognition and cash prize during the 2013 National Nutrition Awarding Ceremony at the Philippine International Convention Center in Pasay City on November 5, 2013.#


PRO1 conducts info drive on barangay, SK elections


SAN FERNANDO CITY – In line with the directives of Police Chief Superintendent Ricardo C. Marquez, Police Regional Office 1 Director to brief all Region 1 PNP personnel on existing laws and procedures related to election, the Regional Public Safety Battalion 1 (RPSB-1) officers visited its sub-headquarters in Ilocos Sur and Ilocos Norte on August 26 and conducted an information dissemination regarding the upcoming barangay and SK elections.

Police Senior Superintendent Reynaldo G. Biay, RPSB-1 Commander,  and other officers gave separate lectures regarding personnel security and other security measures, police intelligence, discipline and morale.

Police Senior Inspector/Attorney Swanerri Sangshell Cotay, PRO1’s legal officer, led the discussion on the guidelines, policies, and provisions of SAFE 2013, RA 10591 or the Comprehensive Law on Firearms and Ammunitions, procedures on checkpoint, the plain view doctrine and other significant related laws, doctrines and principles during the election period.

After the briefing, the group distributed ISO equipments composed of 68 pieces of olive drab backpack with frame, 68 pieces of poncho and 16 pieces of Chest Rig to its maneuver company headquarters and detachments at the 1st Maneuver Company Headquarters (HQs) located in Brgy. Bomitog, Banna, Bangui Detachment in Brgy. Manayon, and Badoc Detachment in Brgy Sta. Cruz, Badoc, both in Ilocos Norte, as well as the 2nd Maneuver Company HQs in Brgy. Bio, Tagudin, Ilocos Sur.

They also conducted an inspection and accounting of the firearms and ammunitions issued to the said units.

Biay advised all personnel to maintain proper care and maintenance of their guns in a regular basis to keep its serviceability and to avoid malfunction in cases of engagement.

“Ang pagpapanatili ng mapayapa at maayos na halalan ay di lamang responsibilidad ng mga lokal na istasyon ng pulis, bagkus ito ay pangkalahatan at nakikiisa ang buong RPSB1 sa layuning ito ng regional director.  Nararapat lamang din na lahat ng aming kasapi ay hindi mangmang sa mga iba’t-ibang mahahalagang batas halalan,” Biay stressed.#
