CHINESE DREDGING SHIP. The Cagayan Provincial Board, alarmed over the presence of Chinese barges and ships at the mouth of the Cagayan River that are allegedly extracting black sand, approved on Aug. 7 a resolution seeking the help of Pres. Rodrigo Duterte to halt the illegal operations. However, Gov. Manuel Mamba denied the allegations insisting that the Chinese vessels are merely dredging to help clear the Cagayan River of siltation in preparation for the re-opening of the Aparri Port. The governor claims that a Chinese company is providing the service for free in exchange for the dredged sand which will be transported to Hong Kong for its airport expansion. Story on page 6.
