VIGAN CITY – The city government here in cooperation with the University of Northern Philippines (UNP) College of Law and the Integrated Bar of the Philippines (IBP)-Ilocos Sur Chapter spearheaded another orientation seminar on charter change held at the Vigan Culture and Trade Center recently.
The said orientation seminar was participated in by the barangay officials of the 39 barangays of Vigan City, several representatives of various non-government organizations in this city and the media.
City Director Victor Aquino of the Department of Interior and Local Government (DILG), Vigan City delivered his opening remarks before the orientation formally started.
In Session I, Dr. Ferdinand Lamarca, UNP Faculty Regent, discussed on the topic “Finding the fitting form: Presidential pledges against the promise of Parliamentary.”
Lamarca cited some advantages of the parliamentary form of government compared to the present form which is presidential even as he treated more on the parliamentary unitary system and its implications to our present political situations.
Atty. Joel Marquez from the City Legal Office, on the other hand, discussed more on the presidential form of government, its significance, advantages and disadvantages, as well. He, as resource person, however, elucidated more on the significance and positive outlook of the presidential form.
In Session II, Denver L. Calwing and Joseph Darren Centeno from the UNP College of Law took their turns in presenting a “Review of the fundamentals of constitutional Law followed by an open forum right after the presentations.
Atty. Ma. Elena Cardinez, who is also with the City Legal Office and UNP College of Law faculty, acted as the moderator and over-all coordinator of the said event.
