STO. DOMINGO, Ilocos Sur, September 12 (PIA) – The Department of Environment of Environment and Natural Resources and this town signed a Memorandum of Partnership Agreement (MOPA) to expedite titling of public lands.

The agreement is in line with DAO 2011-06 entitled “Prescribing Guidelines in the Implementation of Public Land Titling with the LGU Partnership” considered a vital tool in attaining voluminous target both in agricultural and residential titling (RA 9176 and 10023).

It also highlights the celebration of the 113th Land Management Service Month which falls in the month of September

According to Regional Director Samuel R. Penafiel, the agreement is the first step towards the commitment of the municipality to improve its land administration and management.

DENR’s partnership with LGUs in the conduct of land titling is an effort to fast track the processing and issuance of land titles over alienable and disposable lands and more importantly in resolving boundary conflicts.

A composite land adjudication team is composed of at least one deputy public land inspector (DPLI) who works under the supervision of the DENR land management officer (LMO) assigned to the local government.

All the regional executive directors (REDs) of the DENR are authorized to deputize permanent LGU officials that may be assigned to the titling program as DPLI.

During the program, Mayor Amado T. Tadena stressed his warm support to the programs of DENR especially in Public Land Titling.

Dr. Manuel G. Ydia, RTD for Lands, said that the new law on residential titling provides security of tenure to occupants and possessors of untitled residential lands through simplified stream-lined and cost-effective process of administrative titling.#
