ILOCOS NORTE FLASH FLOOD

A month-worth of rain dumped in 16 hours by severe tropical storm Ineng, further worsened by the southwest monsoon, caused massive flooding in many parts of Ilocos Norte prompting the provincial government to declare a state of calamity on Saturday, Aug. 24.
