Kakailian nga Agnaed iti Barangay Sangsangkamaysa nga Agrang-ay Tayo or KABSAT is an outreach program conceived by Gov. Deogracias Victor “DV” Savellano right after he was elected as the chief executive of the province of Ilocos Sur in 2007.
The main objective of the KABSAT Program is to establish a close relationship between the provincial government and the people in the barangay whom the governor considers as his siblings.
A team will visit the different municipalities to know the needs of each barangay especially for the agriculture and health aspect. After the evaluation, the governor, together with the heads and personnel of the provincial offices and national line agencies like the Technical Education and Skills Developent Authority, Dept. of Science and Technology, Dept. of Trade and Industry, Dept. of Agriculture, Dept. of Environment and Natural Resources, Bureau of Fisheries and Aquatic Resources, National Commission for Indigenous People, Dept. of Agrarian Reform, Dept. of Education, Philippine National Police, Philippine Army, Philippine Information Agency, Dept. of Interior and Local Government, National Tobacco Administration, Department of Labor and Employment, National Food Authority, Office of the Civil Defense; the NGOs like the Citizens’ Involvement Services (CIS), Global Care Mission, Ilocos Sur Medical Society, Barangay Nutrition Scholars, Barangay Health Workers; and educational institutions like the University of Northern Philippines, Ilocos Sur Community College and Ilocos Sur Polytechnic State College, will personally go to the barangays to be with the people in one whole day of medical, dental and surgical missions and give out medicines and vitamins to the patients and process documents.
Another major component of the KABSAT Program is the distribution of agricultural equipment like hand tractors, kuliglig, water pumps, water hoses, and pipes; Boer bucks for upgrading goat breeds, Ilocos super chicken, seedlings of agro-forestry and fruit trees, tilapia fingerlings, used clothing, NFA rice, chairs for Day Care Centers, first aid kits and other health needs, communication equipment, computer sets, monobloc chairs and tables, kitchen utensils, financial assistance which were requested by the different barangays.
Through the able personnel of the different offices and NLAs, barangay officials and volunteer barangay workers undergo different trainings and seminars that will enhance their skills while the youth and interested residents undergo training on massage, electric fan, flat iron and engine repair.
Booths of different offices and agencies are put up to accommodate clients who have concerns and who need services and to process papers that are usually done only at the capital of the province.
A free lunch, courtesy of the provincial government, will also be served to the people. KABSAT is also a venue for the residents to promote their products. The outreach program becomes an instant market for their products as the governor and the KABSAT team readily become their buyers.
In short, KABSAT transfers the capitol for a day to be with the people in the barangay.
KABSAT was launched in Boguibog, Salcedo on November 15, 2007; Kilang, Galimuyod on December 17, 2007; Alilem on January 29, 2008; Sugpon on February 20, 2008, Montero, Banayoyo on March 7, 2008, Gregorio del Pilar on April 22, 2008, Sigay on April 23, 2008; Cervantes on June 5, 2008; Quirino on June 6, 2008; San Emilio on July 10, 2008; Lidlidda on July 11, 2008; Suyo on September 29, 2008; Burgos on October 16, 2008; Nagbukel on November 27, 2008; San Vicente on December 22, 2008; San Esteban on February 18, 2009; Caoayan on July 29, 2009, Sta. Catalina on August 26, 2009, Santa on March 18, 2010 and San Ildefonso on March 19, 2010.
KABSAT, is a vehicle for the provincial government to be close to the barangays. It is a manifestation that the provincial government of Ilocos Sur is working and is addressing the needs of its constituents especially those from depressed areas.
That is KABSAT, the program that made Ilocos Sur the “Outstanding LGU Poverty Reduction Program Implementer in Region I”, a showcase of Gov. DV Savellano’s sincerity in fighting poverty in the province.#
