LGU-Santa launches Anti-COVID19 Crisis Assistance Program

SANTA, Ilocos Sur — The local government unit (LGU) of Santa launched its Anti-COVID19 Crisis Assistance Program (ACAP) that will cover families who were not counted as beneficiaries of the Social Amelioration Program (SAP) and other assistance from the national government. 

Mayor Jesus Bueno, Jr. said the program aims to provide social assistance by giving rice allowance and monetary support to target beneficiaries to respond to their immediate needs during the coronavirus disease 2019 (COVID-19) pandemic. 

Each family-beneficiary will receive one cavan of rice; one-time cash assistance in the amount of Php2,000.00; financial assistance worth Php1,000.00 for nursing mothers with children zero to three years old for infant nutrition; and hygiene package.

Mayor Bueno said that a total of Php9,570,000 was allotted for the program which was funded by the Bayanihan Grant to Cities and Municipalities (Php3,770,000) and the realigned 20 percent Annual Development Fund (Php5,800,000). 

He said the Municipal Social Welfare and Development Office (MSWDO) will be the lead agency in the identification of the ACAP beneficiaries.

Disqualified from the program are those families who are beneficiaries of the programs of the national government such as SAP and 4Ps of the Department of Social Welfare and Development; Farmer’s Assistance of the Department of Agriculture; and Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) of the Department of Labor and Employment. 

Other disqualifications include those registered voter of the municipality but not an actual resident; those non-residents who own real properties but do not actually reside in Santa; those displaced non-resident workers who were affected during the lockdown and currently staying in the municipality; those who are actual residents of the municipality but have received any relief from another co-level local government units; or any other analogous situations.

“A well-to-do family or any family may waive their right to claim the assistance from the LGU. They may select a family/ies of their own choice to whom they want to donate the assistance, including those who are disqualified from the ACAP,” Bueno said.

He said, “The list of target ACAP beneficiaries shall be posted online for further verification and validation. A period of 24 hours from posting shall be allotted for requests of inclusion or exclusion.”

“Grievances relating to the implementation of this program will be monitored by the MSWDO. Complaint and/or reports shall be in writing and it shall be acted within 48 hours upon receipt thereof,” he added.
