PANGASINAN – Police Chief Supt. Leopoldo Bataoil has announced the signing of memorandums of agreement on internal secutiry operations between the military, local government units and the Philippine National Police held in two towns here recently.
The signing of the MOA between the military headed by the commanding general of the 7th Infantry Division, Philippine Army, MGen Juanito P. Gomez and the local government units and all chief of police from the 6th District of Pangasinan was held at Maseil-seil Elementary School, Umingan, here on October 16, 2007.
The MOA on internal security operations provides that the PNP complement the military in terms of tactical operations and civil military operations as well.
Another MOA was also signed on the same day with the local chief executives and all chief of police of the 1st and 2nd District of Pangasinan at Sitio Millsite, Brgy Barlo, Mabini, here on the same day in the presence of the PRO1 Quad staff, 7th ID Triad staff and the provincial director and staff of Pangasinan PPO. All mayors of the 1st and 2nd District of Pangasinan were co-signatories of the MOA.
Meanwhile, 1st District Cong. Arthur Celeste, chairman, House committee on defense and security; Police Senior Supt. Paterno Ordona (Ret), along with all the municipal mayors of the municipalities of the 6th District of Pangasinan, also as co-signatories, attended the program held at Sitio Millsite, Brgy Barlo, Mabini, Pangasinan which was witnessed by farmers, students/pupils, teachers and other sectoral groups
Bataoil said the signing of the MOA does not only institutionalize an existing partnership between the military and the police with the support of the local government units in the government’s counter-insurgency operations but also ensures its pro-active participation in the anti-insurgency campaigns and economic development particularly in insurgent affected municipalities of Eastern and Western Pangasinan.
Bataoil emphasizes that this partnership in counter insurgency functions ensures not only the continuous security measures against the insurgents but also against other organized and syndicated criminals or organized groups engaged in illegal activities.#
