NGCP replaces damaged line to immediately restore power supply in Ilocos provinces

LAOAG CITY – Linemen from the National Grid Corporation of the Philippines (NGCP) started this Monday the replacement of the damaged 115kV transmission lines that caused power outage in the first district of Ilocos Sur and the entire province of Ilocos Norte since Sunday afternoon.

At 12:55 pm of Sunday, NGCP’s 115kV line was cut after a steel tower was toppled by strong current of floodwaters brought by Typhoon Ineng at the Sta. Maria river bank in Barangay Nanguneg, Narvacan, Ilocos Sur.

NGCP’s North Luzon Public Affairs Officer Lilibeth P. Gaydowen noted the immediate restoration of the San Esteban – Laoag 115kV line to address the power outage that is currently being experienced by the residents in all towns of the first district of Ilocos Sur and in Ilocos Norte.

She clarified that only one steel tower was floored by floodwater in correction to the earlier reported that five towers were toppled.

“Our aerial inspection of the affected facility confirms that only one steel tower fell down due to floodwaters caused by Typhoon Ineng,” she said.

“We are aiming to finish our full- swing restoration within three days with consideration of unforeseen events that may cause delay like inclement weather,” she said.

Meanwhile, the NGCP has announced the near completion of the on-going 230 Kilovolt (KV) transmission line project plying from San Esteban, Ilocos Sur to Laoag City, Ilocos Norte.

Gaydowen said the 230KV transmission line project will serve as contingency transmission line designed to accommodate the distribution needs of the wind energy farms in Ilocos Norte and to create a power loop in the northwest and northeast parts of the region.

As of July 2015, she disclosed that the project had already reached 89% completion which includes construction and stringing of steel towers.

The project will strengthen and improve the reliability of the Luzon grid for the benefit of power customers.

The line is providing N-1 or spare to the existing transmission corridor that serve the provinces of Ilocos Sur and Ilocos Norte.

Gaydowen disclosed that the 230-KV line will provide power highways and transmission capacity to the vast generated power from the various wind power projects in Ilocos Norte such as the 150 megawatt (MW) wind farm of the Energy Development Corporation (EDC) in Burgos town; the 18MW of the Northwind Power Project Phase 3; and the 81 MW wind farm under the North Luzon Renewable Energy Corporation (NLREC) Power Projects in Caparispisan, Pagudpud, Ilocos Norte.

Meanwhile, the new 75-megavolt ampere (MVA) power transformer at Bayombong Substation in Busilac, Bayombong, Nueva Vizcaya was succesfully energized last August 2, 2015.

The Bayombong Substation needs to be upgraded to cater the incoming load of FCF Minerals and Oceana Gold (both mining industries in Nueva Vizcaya Province); and to accommodate the load growth of Nueva Vizcaya Electric Cooperative (NUVELCO) and Ifugao Electric Cooperative (IFELCO).# Meanwhile, the NGCP has announced the near completion of the on-going 230 Kilovolt (KV) transmission line project plying from San Esteban, Ilocos Sur to Laoag City, Ilocos Norte.
