BANTAY, ILOCOS SUR – The Department of Public Works and Highways (DPWH) 1st Engineering District Chief of Ilocos Sur Reynaldo Organo says last June 7 that 16 Senior High School (SHS) buildings under Batch 1 have already been completed and turned over to the Department of Education as of May 31, 2016 while 5 are still ongoing.
He said that the buildings already turned over to the DepEd for use this June opening are the SHS buildings in Bantay National High School, Belen NHS, Binacud IS, Caoayan NHS, Lipit NHS, Lussoc NHS, Magsingal NHS, Manzante NHS, Naglaoa-an NHS, Pantay Tamorong NHS, Puro NHS (Magsingal), San Sebastian NHS, San Vicente NHS, Sisim NHS and Solotsolot NHS.
“They are already 100% completed,” he said.
However, based on the records he presented there are still 5 ongoing SHS buildings being constructed. They are found at the Ilocos Sur NHS, Vigan East NHS, Cabugao NHS, San Juan NHS and Sinait NHS. Except for the SHS building at the Sinait NHS, the construction of the other 4 have already expired.
“There is a penalty to be imposed upon the contractor if the target date is not met,” he said.
Asked why the SHS building at Sinait NHS was demolished and then reconstructed during its initial stage, he said that based on soil-testing results, the foundation had to be reinforced so as to ensure the durability of the building and for the safety of the future occupants.
He also said that the bridges in Teppeng (Sinait), Cabugao and Bical (San Juan) are already finished. The only remaining is that bridge in Resurreccion, San Juan.
Asked why it is taking too long to finish it (more than a year already) he admitted that the contractor had problems in the procurement of lumber wood to be used in the construction.
“The wood have already arrived from Cagayan and Isabela and they are already rushing to finish it,” he said. (Edward B. Antonio)
