VIGAN CITY – The city council here has approved on its third and final reading an ordinance that gives a monthly performance allowance to deserving barangay officials of this city.
City Councilor Constante Benzon, authored the measure in his capacity as chair of the committee on barangay affairs. Most of the council members supported the measure as co-authors/sponsors.
Benzon said it is only fitting and proper to give an incentive to diligent and hard-working barangay officials in the city of Vigan.
Guidelines will be formulated for the immediate implementation of the ordinance.
A monitoring team tasked to monitor and evaluate the monthly performance of the barangay officials was also created.
Councilor Everin Molina suggested the inclusion of two accredited non-government organizations (NGOs) as members of the monitoring and performance evaluation team.
The Vigan City Press Corp was tapped as a member of the team.
Another councilor also suggested the inclusion of the religious sector in the monitoring and evaluation team.
Earlier, Councilor Germy Goulart batted for the non-inclusion of both the city accountant and the city planning and development officer as members of the team considering that these department heads could be summoned anytime they are needed to shed light on issues which the council wanted to be clarified with.
Majority of the members voted for the inclusion of the CPDO but excluded the city accountant as a member of the team.
