PNP Region 1 forms Special Investigation Task Group in response to Balaoan mayor, vice-mayor ambush

CAMP BGEN OSCAR M FLORENDO – Region 1 Police Director Chief Superintendent Romulo E Sapitula ordered the immediate creation of a Special Investigation Task Group (SITG) to conduct an in-depth investigation of the shooting that caused the death of Balaoan Vice Mayor Alfred O. Concepcion and his security escort, Michael M. Ulep, and wounding of Balaoan Mayor Atty. Aleli U. Concepcion and others.

The ambush took place along the Balaoan-Luna provincial road in Barangay Cabuuan at around 8:10 am of November 14, 2018.

PCSupt. Sapitula said, the vehicles of Balaoan Municipal Mayor Concepcion, his father Vice Mayor Concepcion and Michael M. Ulep were in a convoy going to the Municipal Hall when they were fired upon by still unidentified suspects on board a vehicle of still undetermined description.

Initial investigation revealed that all the occupants of the vehicles sustained gunshot wounds and were all rushed to Balaoan District Hospital in Balaoan, La Union and Lorma Medical Center in City of San Fernando  for medical treatment, however, Vice Mayor Concepcion and Mr. Ulep were declared dead on arrival.

Others wounded were identified as Roniel R. Valdez, 45 years old, single, driver of Mayor Concepcion and a resident of Brgy. Apatut; Dominador S. Bautista, 30 years old, married and a resident of Brgy. Butubut; Joey V. Lopez, 33 years old, married, driver of Vice Mayor Concepcion and a resident of Brgy. Oeste; Samuel O. Natividad, 46 years old, married and a resident of Brgy. Nagsabaran Norte; Danilo C. Mendoza, 50 years old, married, Kagawad and a resident of Brgy. Nalasin; Roberto A. Octavo, 58 years old, married, tricycle driver, bystander and a resident of Brgy. Cabua-an; and Marilou O. Dingle, 37 years old married, bystander and resident of Brgy. Nagsabaran, all in Balaoan, La Union.

The Scene of the Crime Operation (SOCO) team recovered at the crime scene empty shells of cal. 5.56.

PCSupt. Sapitula said, the SITG Concepcion will do its best in looking into all possible motives of the killing and for eventual identification and arrest of the perpetrators. He also assured the release of progress reports on the case the soonest possible time. (PNP PRO1 PIO)
