Police, Army, strengthen internal security with MOA

SAN FERNANDO CITY  – The Police Regional Office 1 and  the Philippine Army has entered into an agreement to strengthen the internal security of Region 1.

 PCSupt. Leopoldo N. Bataoil, regional director, and Maj. Gen. Rodrigo F. Maclang, commanding general, 5th Infantry Division, Philippine Army, signed the memorandum of agreement last March 5. creating an active partnership that  would undertake necessary measures in fighting insurgency in the Region.

 “It is stated in the MOA that there is a need for a “whole government approach” to ensure sustained, consistent integrated and continued internal security measures against the communist terrorist movement and other organized elements/groups engaged in armed offensive against the government to address effectively the insurgency problem in the region,” Bataoil added.

 Maclang said the  the memorandum of agreement is in line with  EO 546 of President Gloria Arroyo and that the Police Regional Office 1 and 5th ID would  be in partnership in combat operations against the insurgents and other serious threats.

The 5th ID shall continue to discharge its primary responsibility in undertaking internal security operations and assuring the security of the Region, he said even as he added that  the PRO1 shall support the Army in its combat and intelligence operations.

 To ensure the effective implementation of the MOA, the Regional Joint AFP-PNP Internal Security Coordinating Committee (ISCC) shall provide the mechanism, structure and procedures for the integrated planning, coordinating, monitoring-assessing of the security situation and the implementation of necessary measures aimed for the enhancement of internal security in the region.#
