Police, stakeholders discuss RA 10591 IRR

SAN FERNANDO CITY –Senior police officers of Region 1 together with various stakeholders conducted a consultation meeting August 22 on the Implementing Rules and Regulations of Republic Act 10591 or An act providing for a comprehensive law on firearms and ammunition and providing penalties thereof.

Police Chief Superintendent Ricardo C. Marquez, Regional Director of Police Regional Office 1 (PRO1) said member agencies of the Regional Law Enforcement Coordinating Committee (RLECC), gun store owners, gun club members, gun enthusiasts and shooters participated in the discussion and gave  recommendations  and suggestions.

“We are very thankful for your time in this activity; the PNP really wanted a wider consultation dahil alam namin na marami ang interesado sa baril. The passage of this law is very timely on the part of the PNP; it does not just standardize the regulation of firearms but it will also help us intensify our campaign to curb gun-related crimes and establish effective firearm control,” the regional director added.

“RA 10591 is very timely to start the regime of responsible gun ownership,” Marquez said, even as he cited previous cases where unrenewed licenses were not given corresponding penalties.

“This new law will also provide a new perspective on the owners of firearms and hopefully it will help us in our crime prevention efforts, and it will standardize the regulations, ownership and possession of firearms,” Marquez stressed.

The RA 10591 was signed into law by President Benigno S. Aquino III on May 29, 2013 and took effect after 15 days from its publication in a nationwide circulation.#
