PRO1 implements SAFE 2013, deploys 500 cops in checkpoints

SAN FERNANDO CITY – The first two days of filing of certificates of candidacy (COC) in the Ilocos Region was peaceful and orderly as Police Regional Office 1 employed measures in the implementation of LOI 18/2012 SAFE (Secured And Safe Elections) 2013.

Police Chief Superintendent Franklin Jesus B. Bucayu said that all security preparations have been placed to secure Comelec offices with the deployment of more than 500 PNP personnel with the conduct of checkpoints regionwide to deter any disruptions in the pre-election exercise.

Bucayu who met with Atty. Joel J. Gines, La Union election supervisor,  in the Comelec office here, stressed the need to hold mass for peace, signing of peace covenants, indignation rallies, and other SAFE-related activities to ensure a secured and fair election.

The regional police director also emphasized that a polling precinct must be physically prepared and secured with reminders inside and outside the precinct to warn and guide voters against engagement in vote-buying, carrying of firearms, drinking liquor, and any other prohibited acts.

PRO1 also monitored the renewal of security details and counted on the services of NGOs, BPATs, and concerned civic organizations, and the local chief executives (LCEs) as partners in carrying out OPLAN “SPIKES” (Stop PAGs in Ilocos Region to Keep the Elections Safe) which aims to neutralize Partisan Armed Groups (PAGs).

Meanwhile, Atty. Gines said a training for  machine operators of Precinct Count Optical Scan (PCOS) will be conducted to ensure their smooth operation during the election process.#
