CAMP BGEN OSCAR M FLORENDO – Region 1 police director Chief Superintendent Franklin Jesus B. Bucayu and other key personnel of Police Regional Office 1 (PRO1) took part in a three-day seminar-workshop on the Philippine National Police (PNP) PATROL Plan 2030 held at the Concord Building here on February 22 to 24.
The PNP PATROL (Peace and Order Agenda for Transformation and Upholding of the Rule of Law) Plan 2030 is the comprehensive plan of the PNP to achieve its vision of a “highly capable, effective and credible police service in 2030 working in partnership with a responsive community towards the attainment of a safer place to live, work and do business.”
Bucayu was joined in the seminar-workshop by the PRO1 command group, his directorial staff; the provincial directors of Pangasinan, La Union, Ilocos Sur and Ilocos Norte, with their selected staff; the chiefs of police of the La Union city and municipal police stations; and other key PRO1 officers.
The activity was facilitated by the Center for Police Strategy Management (CPSM), particularly the PNP PATROL Plan Cascading Team and Technical Working Group from the PNP National Headquarters in Camp Crame, headed by Police Chief Superintendent Rex Milton Dolino.
PCSupt Bucayu said the seminar-workshop is necessary for the participants to be able to identify and align their operational activities to the PNP Integrated Transformation Program (ITP) using the Performance Governance System (PGS).
“The ITP is the over-all strategy for positive change in the PNP, while the PGS is the tool in measuring how effective we are in the implementation of the strategy,” he clarified.
“This activity cascades the Chief, PNP Scorecard (also called the agency scorecard) earlier formulated in the National Headquarters and focuses on the formulation of the scorecard for the police regional office and the four police provincial offices of Region 1 which will be cascaded down later to all PRO1 police stations and units, in order for them to formulate their own scorecards,” added the Regional Director.
Representative Leopoldo N. Bataoil of the 2nd District of Pangasinan, who is also a member of the PNP PATROL Plan 2030 National Advisory Group; and Police Director Rey L. Lañada, Director of the PNP Directorate for Human Resource and Doctrine Development, who represented the Chief, PNP; graced the closing ceremony of the seminar-workshop as special guest and guest of honor and speaker, respectively.
The activity culminated in a candle-lighting ceremony and pledge of commitment to the PNP PATROL Plan 2030 by the participants, and symbolic placing of “WE SUPPORT THE PNP PATROL Plan 2030” stickers on PRO1 mobile patrol cars.#
