CAMP BGEN OSCAR M FLORENDO – Two hundred fifty eight cops were sent by the Police Regional Office 1 to help secure the Batasan grounds for President Benigno S. Aquino III’s State of the Nation Address (SONA) held on July 22.
In his report to Police Chief Supt. Marquez, Police Senior Superintendent Reynaldo G. Biay, Regional Public Safety Battalion 1 (RPSB1) Commander, said that the Civil Disturbance Management (CDM) contingent composed of RPSB1 members departed from PRO1’s camp at exactly 11:00 AM on July 21, and were deployed in front of the House of Representatives in Batasan Hills, Quezon City where demonstrators were expected to gather.
Biay informed Marquez that before said augmentation, the contingent participated in a two- week long refresher course and underwent different drills and scenarios, police operational procedures specifically in handling civil disturbance.
The contingent also attended a seminar-lecture on human rights and other related laws which aimed to remind them of their sworn duty to defend the human rights of all stakeholders and most importantly to observe maximum tolerance against demonstrators.
“PRO1 recognizes the people’s constitutional right of freedom of speech and expression as well as their right to assembly and we will also not tolerate any abuses of our police detailed.” Marquez stressed.
The CDM contingent were composed of 11 Police Commissioned Officers (PCOs) who served as ground commanders, platoon leaders, security and medical officers, as well as 147 Police Non Commissioned Officers (PNCOs) who acted as platoon members, drivers, medical team, CDM staff/service, support and intelligence operatives.#
