Vigan City regulates entry of persons, vehicles during Luzon quarantine

VIGAN CITY β€” The City Government of Vigan is regulating the entry of individuals and vehicles within the city starting today, March 22 to further ensure public health and safety while the entire Luzon is under enhanced community quarantine due to coronavirus disease 2019 (COVID-19).Β 

In Executive Order (EO) No. 12 issued by City Mayor Juan Carlo Medina, it said that only individuals who have been issued a pass or permit to access essential commodities or services by their respective barangay and/or municipality shall be allowed to enter Vigan City. 

β€œOnly one person per household shall be allowed to access essential commodities or services and be given a daily one-time pass by the barangay,” the EO reads. 

The barangay officials are instructed to deliver the daily pass to households to ensure social distancing and their compliance to mandatory home quarantine. 

The barangays are also mandated to keep a masterlist of their constituents issued with the daily one-time pass and the list shall be submitted to the Office of the City Mayor every Monday. 

The City Local Government Operations Officer is directed to monitor the compliance of barangays about this provision. 

Exempted to the daily one-time pass requirement are doctors, nurses, other personnel of hospitals and/or other health care institutions; members of the Philippine National Police (PNP), as well as peace and order personnel in both the City Government and the barangays; government personnel in charge of the delivery of health and emergency response services; barangay officials and employees who are members of their respective Health and Emergency Response Team; individuals employed by establishments involved in the preparation and delivery of basic essential necessities, goods and services; and in emergency cases.

Individuals employed by establishments involved in the preparation and delivery of basic essential necessities, goods and services shall be issued an ID card by the City Government to facilitate ease of movement. 

These employees are directed to still bring their company ID or employment certificate for presentation should the need arises. 

Effective today, entry in Vigan City shall only be limited to Quezon Avenue (Govantes Dike), Barangay Tamag and Barangay Camanggaan while the only exit points to other municipalities shall be Barangay Pantay Daya, Rizal Street, Quirino Boulevard and Barangay Tamag. 

Transit through and between barangays shall not be hampered for persons and vehicles exempted from the daily one-time pass requirement and those that are rendering essential, sanitation and health services.

Barangay officials, the PNP and the personnel of the Public Safety Division are tasked to ensure and facilitate the entry or exit of people and vehicles in the enumerated points.

Personnel in charge of implementing the EO are ordered to refuse entry to any individual who cannot present a pass or proof of their identity for those covered by the exemption.

Anyone who persists entry without valid document shall be charged with the appropriate offense pursuant to existing laws or rules.

The EO shall take effect until the enhanced community quarantine have been lifted. 

Aside from this measure, the City Government had implemented earlier the enforcement of home quarantine, the suspension of public transport facilities, and the temporary closure of establishments rendering non-essential goods and services.

The City Government is also implementing a curfew between 8:00 p.m. and 4:00 a.m. and violators will be penalized.
