VP Binay assures comatose OFW kin of gov’t aid

Vice President Jejomar C. Binay has assured the family of a comatose overseas Filipino worker (OFW) of the government’s support for her continued hospitalization.

Solaya Dabpagan, 42, from Kabacan, North Cotabato, was repatriated yesterday from Abu Dhabi, United Arab Emirates (UAE), where she worked as a domestic helper.

According to the OFW’s brother, Janudin Sumai, a fellow domestic helper informed them that his sister was found unconscious on a sidewalk.  She was brought to Sheikh Khalifa Medical City where she was confined in the charity ward since Sept. 9, 2011.

Hospital records reveal Dabpagan’s condition was caused by intracranial hemorrhage. Medical evaluation conducted in June also revealed that the OFW suffers from acute renal failure, acute respiratory failure, and stage 3 chronic kidney disease.

Sumail said his sister was illegaly recruited and left for Abu Dhabi in 2011 using the name Monera Galay Kamad.

Sumail also said Dabpagan’s employer did not shoulder her medical expenses.

The Vice President said the OFW arrived late yesterday evening via Etihad Airlines and was brought to the emergency room of the Philippine General Hospital (PGH) shortly after midnight by the Overseas Workers Welfare Association (OWWA).

The Vice President promised to shoulder the cost of Dabpagan’s confinement in PGH and asked the public to help as well.

“Our government does not abandon our OFWs suffering from cases like this. That is why we invited you here, to show you that we are ready to assist OFWs who are in need,” he told reporters.

The Vice President also thanked the UAE government for processing and shouldering Dabpagan’s repatriation as well as her medical expenses.

“She was bedridden in UAE for two years. And you will admire the treatment they gave here because the doctors there were able to revive her. And for two years she was cared for by the UAE government in Abu Dhabi,” he said.

According to PGH Director Jose Gonzales, Dabcagan suffered from a stroke after blood vessels in her brain burst and is now in a vegetative state.#
