SAN FERNANDO CITY – The replacement clothing allowance (RCA), previously pegged at P11,700.00 for policewomen and P10,800.00 for policemen is now increased to P14,000.00 both for male and female police personnel, effective January 1, 2009. This was announced by Police Director Abner D. Cabalquinto, Director of the Directorate for Personnel and Records Management (DPRM) during his command visit to the police regional officer here recently.
Cabalquinto also announced the significant progress in the PNP’s computerized personnel accounting and information system (PAIS) and the signing into law of Republic Act 9708.
Cabalquinto graced the on-going PAIS Orientation and Demonstration Training held at the Concord building here participated in by personnel from the four provincial police offices in the region.
“We came here to cascade down to the PPO level the computerized accounting information system used in our National Headquarters. Our trainers are here to train our operators in the provincial offices. Pag naayos natin ito, hindi na kailangan ng PNP personnel na gagawa pa ng sariling personal data sheet,” Cabalquinto said.
Cabalquino said RA 9708 mandates that policemen who are in the service for more than 15 years and who have rendered exemplary performance are no longer required to comply with the education requirement. He added that those who have not met the minimum educational qualification for appointment or promotion are given up to five years to fulfill the requirement in order to stay in the service.
He explained that RA 9708 will also allow police personnel to avail of career advancement opportunities in the service through promotions although they are facing harassment cases, particularly before the Office of the Ombudsman and the Police Law Enforcement Board (PLEB).
A police officer will only be ineligible for promotion if there is probable cause found in the case filed against him or her. However, if the case remains unresolved after two years, the officer will again be eligible for promotion, Cabalquinto said.
He also gave the assurance that despite the delay in the recruitment process due to the on-going Lateral Entry and Promotion Program, they are working out for the approval of the recruitment quota for the second semester of this year.#
